California can strengthen transparency, accountability, and local control in its special education system by giving districts greater flexibility over funding, according to a report by the Public Policy Institute of California (PPIC). PPIC researcher Paul Warren provides an overview, and his presentation is followed by a panel discussion on pathways to reform.
